This is my first build post, so be kind...

Proffesion: N/Me
Attributes: Death Magic: 12 + 3 + 1 [Superior + Helm]
Illusion Magic: 10
Soul Reaping: 8 + 1 [Minor Rune]

Skills:
1. Fragility
2. Rotting Flesh
3. Virulence {E}
4. Plague Touch
5. Consume Corpse/Necrotic Traversal
6. Conjure Phantasm
7. Wildcard [I use Imagined Burden]
8. Res

I've only had a chance to try this in PvP and it's proved quite effective:
The idea for this build is that as soon as the game starts, find a good target, begin by casting Fragility on him/her, then follow up with Rotting Flesh, and then with Virulence. This will give them an overall degen of [I think] 8. If this doesnt finish them off, cast Conjure Phantasm, then whenever you get a condition, spam plague touch. By this time, they are probably running about like mad, spreading disease to all teamates. If they aren't dead by NOW, cast Imagined Burden to slow them down, and hit Consume Corpse Or Necrotic traversal. Repeat until dead.

The only major flaw is that you have no healing capabilities whatsoever, but providing you find a good PvP team in TA or you get lucky at RA, it shouldn't be a major problem; when I was testing in RA, while the counter went down, I just asked our monk to keep an eye out for me, but if anyone can sub a skill for some sort of self-heal, le me know and i'll try it out.

Any comments will be welcomed..

Not bad. I would make only a couple of changes.

Remove Consume corpse and replace it with Epidemic
Remove Imaged Burden and replace it with Ethereal Burden

Yes, healing is a problem, and it can only be solved by a really good monk

Otherwise its a good build. I like the theme. I too have a N/Me, but I'm more blood/curse or Curse & Dom, then Death & Illusion. But I may try your build one day. Right now, I only play PvE in areas where poison, disease, bleeding have no effect.

This being for PvP - is Soul Reaping really going to be that much of a help as compared to Fast Casting? But I understand that some folks like looking like necros or want to be able to superior rune the death magic... All good either way.

Fragility is a great lead, but being a hex you might want to consider covering it with the classic Parasitic Bond. Minimal degen, but you know when its been removed as you'll get a little health boost

Rotting Flesh gives disease which Virulence would also give... however even with 0 points into Curses you could use Enfeeble which will give weakness for 5 seconds (and casts 2 seconds faster then Rotting Flesh). Remember Fragility fires both on a new condition starting, but also it finishing so having short durations on your conditions isn't a bad thing.

You're ignoring the power of Epidemic btw. You'll have done all this work getting conditions out there, why not spread them to any adjacent foes? Besides Fragility will fire for each condition removed by it!!! Yes that's a bit of a spike.

Phantom Pain is a classic pairing with Fragility as it creates a deep wound on removal (or expiration).

I like Imagined burden due to its faster casting time, but the plus to energy could really help you out. But why do you care if they're more mobile? Now Crippling would be another condition....(Illusion of Haste with a transfer skill?)

Plague sending requires that you sac health, but it keeps you out of melee range that plague touch requires...

So my suggestions for your skill bar:

1. Fragility
2. Enfeeble
3. Virulence {E}
4. Plague Sending
5. Parasitic Bond
6. Epidemic
7. Phantom Pain (wildcard out to Illusion of Haste)
8. Res
